Wardha's modern identity was set in the 1930s when Gandhi made Sevagram his base, and the institutional culture seeded in that era still defines the district. The information exists in every one of those cases, and the failure is always the same. It gets transmitted rather than received, at speed, by someone who assumes the other person already knows most of it.

Treated as a communication skill rather than a form to be signed, this moves within a quarter, and it moves in places a management team can see: incident notes, complaint registers, the number of things discovered late. Cohorts practise a structured handover out loud, practise the receiving end asking one clarifying question instead of nodding, practise raising the thing that is not yet a problem. In the hospitals it runs as short repeated batches against duty rosters, in the gins and MIDC units as shift-mirrored half-days, and in both in Marathi and Hindi with supervisors sitting in rather than briefed afterwards, since the person who has been tolerating a thin handover is the person who has to stop.
