Maharashtra's newest industrial frontier

For decades Gadchiroli meant forest. Tendu, bamboo, paddy and a public-institution economy of schools, banks and the district administration, with Gondwana University in the district town. That description is going out of date fast. Lloyds Metals is mining iron ore at Surjagarh at national scale and building downstream capacity at Konsari, covering sponge iron, pelletisation and a slurry pipeline, while land is being assembled in Wadsa taluka for JSW's proposed steel complex. A district with almost no industrial tradition is being asked to produce an industrial workforce, at speed, from a starting point of almost nothing.

That is a people problem before it is an engineering one. Operators, riggers, drivers and security staff are being hired from villages where nobody has ever worked a factory shift, and supervisors are being promoted from among them within a couple of years of joining.

First-generation workforces need different training

Praise travels the same way, which is the part most managements forget to use.

Two habits do most of the work. The first is separating the person from the standard out loud, every time, so that a correction is heard as being about the job rather than about the family. The second is consistency, because in a small community an exception granted once is not a kindness, it is a precedent that will be quoted back for a year.

There is a related craft in how a new hire is brought in. Forest covers over three-quarters of Gadchiroli's area, and the total railway route inside the district runs to about eighteen and a half kilometres. Everything else is reached by road, over distances that make a day trip an unserious proposition: the paper mill at Ashti in Chamorshi, the pulp factory at Desaiganj, the rice mills, the tussar silk centre at Armori, and now the mining and downstream capacity in the north.

The consequence is that a visit has to be worth the journey for both sides. That means arriving with the cohorts already mapped and the sponsor already clear about what should look different, batching sessions across shifts so a single stay covers the gate crew, the operators and the section in-charges, and keeping an evening block for the layer that could not be spared during the day. It also means follow-through cannot depend on coming back. Reviews run by phone against commitments written down before anyone left, and the site's own supervisors are equipped to run the short repeat sessions themselves, because in a district built like this, a programme that only works while the trainer is standing in it is not a programme.
