Rajpipla spent centuries as a princely seat above the Narmada, and its district now holds modern India's most visited new landmark. The Statue of Unity at Ekta Nagar, 182 metres of Sardar Patel, has drawn millions of visitors a year since it opened, and around it has grown a full tourism complex: river rafting, the jungle safari, hotels and homestays, fleets of buses and guides. The rest of Narmada district stays true to its geography, tribal-majority and agricultural and forested, which makes the tourism corridor's payroll all the more important as the district's big formal employer.

The surrounding district deserves stating accurately. Narmada was carved out in 1997. More than four-fifths of its people are Adivasi, and its fields run to cotton, banana, sugarcane, pigeon pea and paddy under the Sardar Sarovar and Karjan projects. There is no industrial estate of any consequence. Salaried work sits with the dam and irrigation establishments, the district administration, the civil hospital at Rajpipla, built like the town's old high school under Maharaja Vijaysinhji, the schools and colleges, and now the tourism operation. Even the milk economy is administered from outside: village societies here pour into the Bharuch union's network, which keeps a chilling centre near Rajpipla.

Service standards for a national showcase

When a district hosts a national showcase, its frontline becomes the showcase too: ticketing staff, guides, drivers, hotel and canteen teams, security and facility crews, many of them local first-generation service workers. The training brief here is service craft at scale. Courteous handling of enormous crowds. Recovery when things go wrong. Consistency across a long season, and supervisory skills for the contractors who run these operations. The most consequential thing the statue did for this district was not architectural. It created a large, permanent, front-of-house payroll where there had been almost none, drawn overwhelmingly from tribal households in the surrounding talukas for whom this is a first formal job. The scale is not small. 2024 alone brought around 58 lakh visitors, and the site has taken well over one and a half crore since opening. Each of them forms an impression of the place from a two-minute exchange with a first-generation service worker who has had no coaching at all.

The highest-leverage cohort is therefore the layer above them. These operations run on contractors whose crews turn over steadily, so it is the site in-charges and shift leaders who carry standards from one intake to the next. The frontline sessions themselves stay spoken and rehearsed rather than presented: the impatient queue, the delayed bus, the lost child, the complaint about to become a scene.

There is a second thing worth teaching that most service training skips entirely. A first-generation service worker facing an irritated, articulate, city visitor often reads the encounter as being about status rather than about a bus, and he then either goes silent or becomes stiffly formal, and both readings make it worse. Naming that out loud in the room, and practising a few sentences that hold his own dignity while solving the visitor's problem, does more for consistency than any amount of instruction about smiling. It is also the part that participants remember a year later, because somebody finally said the quiet thing.
