The harbour: boats, ice and export paperwork

Veraval is one of India's largest fishing harbours: trawlers rafted three deep, ice trucks queuing at dawn, and a Kharwa fishing community whose seamanship built the port's reputation long before refrigeration did. What a supervisor decides at two in the morning

Every audit-facing plant has a moment that never appears in its documentation. It is late, the last lot is running, a temperature has drifted or a record has not been signed, and the man who could authorise a decision has gone home. The supervisor on the floor has to choose: hold the lot and explain it in the morning, or let it through and hope the reading was an instrument fault, and nothing in the quality manual helps him, because the manual assumes somebody senior is awake.

What decides it is not his knowledge of the standard. He knows the standard. It is his estimate of how the morning will go. If holding a lot has previously been treated as a costly nuisance, he will not hold it. If the last man who raised a problem at two in the morning was thanked in front of others and the loss was absorbed without complaint, he will. Firms build that expectation over years without ever noticing they are building it, and then describe the result as the attitude of their workers.

So the session works on both ends of that at once. The supervisors rehearse the call itself, including the awkward part, which is waking somebody up, while the managers work on what they will say the first time it happens and costs money, because that response is the actual policy.
