The harbour: boats, ice and export paperwork

Veraval is one of India's largest fishing harbours: trawlers rafted three deep, ice trucks queuing at dawn, and a Kharwa fishing community whose seamanship built the port's reputation long before refrigeration did. Around the landing centre runs a full export industry. Processing plants freeze and pack seafood for markets from Japan and Southeast Asia to the Gulf, Europe and the United States, with national fisheries research institutions maintaining centres in town. It is a hygiene-critical, audit-heavy, deadline-driven business wearing a weathered port town's clothes.

The scale is easy to understate. Gir Somnath lands well over a third of Gujarat's entire marine catch, more than the next three coastal districts put together, and the processing cluster around the harbour runs to roughly sixty units, a handful of them approved for the European market. What that produces is a trade on two clocks at once: the boats answer to weather and the ban calendar. The plants answer to buyers whose auditors arrive with checklists on cold-chain temperatures, traceability and hygiene at the line. One lapse costs a consignment or a relationship built over a decade: a door propped open, a batch record filled in afterwards, a supervisor who signs without reading. The systems are usually adequate. What decides the outcome is whether a supervisor at the end of a long shift still insists on the standard at the moment insisting is inconvenient.

Somnath next door, cement and soda ash down the coast

The district adds two more economies. Somnath, minutes away, anchors one of India's great pilgrimage flows and the service employment that follows it: hotels, transport, prasad and retail. Down the coast, cement capacity around Kodinar and soda ash at Sutrapada carry the district's heavy-industry payrolls, and between the boats, the temple and the kilns, Gir Somnath employs an unusually wide mix of frontline workers for a district its size.

Training a seasonal, audit-facing workforce

They also work on the commercial conversations by which a distant buyer forms his judgement of the firm. Those run in Hindi and English, away from the factory floor, and usually with both generations sitting in the room at the same time.

What a supervisor decides at two in the morning

Every audit-facing plant has a moment that never appears in its documentation. It is late, the last lot is running, a temperature has drifted or a record has not been signed, and the man who could authorise a decision has gone home. The supervisor on the floor has to choose: hold the lot and explain it in the morning, or let it through and hope the reading was an instrument fault, and nothing in the quality manual helps him, because the manual assumes somebody senior is awake.

What decides it is not his knowledge of the standard. He knows the standard. It is his estimate of how the morning will go. If holding a lot has previously been treated as a costly nuisance, he will not hold it. If the last man who raised a problem at two in the morning was thanked in front of others and the loss was absorbed without complaint, he will. Firms build that expectation over years without ever noticing they are building it, and then describe the result as the attitude of their workers.

So the session works on both ends of that at once. The supervisors rehearse the call itself, including the awkward part, which is waking somebody up, while the managers work on what they will say the first time it happens and costs money, because that response is the actual policy. Both cohorts are in Hindi, both on the plant's own recent near-misses, and both are told plainly that whatever gets said in the room is worth nothing if the next incident is handled the old way.
