Why a Regional Head Stops Hearing the Truth

It arrives a year or two after the promotion, not with it. A leader is moved from running one market to running four. The peers who used to argue with him now report to him. The head office contact he could once call for a reality check is now the person who signs off his numbers. His country managers brief him carefully, in English that has been smoothed twice before it reaches him, and every meeting ends with agreement. He is the last person in his own organisation to learn that a decision he made in March is quietly not being executed.

The room is engineered to protect him from the answer. Hofstede scores Singapore at 74 on power distance and 20 on individualism, and Erin Meyer places it among the confrontation-avoiding, high-context cultures where negative feedback is cushioned and the meaning sits in what was not said. Candour in these rooms runs downward. A senior person can be direct with a junior one; the reverse almost never happens in front of a group, and increasingly it does not happen in private either.

And the silence is not one silence. The Economic Development Board counts 4,700-plus multinationals running their Asia-Pacific headquarters from Singapore. The Department of Statistics puts the population at 6.11 million, of whom 1.91 million are non-residents, and the Ministry of Manpower's figures put foreigners at around four in ten of the labour force. A regional head is therefore reading three or four national feedback norms at once. A Japanese country manager, an Indian one and an Indonesian one all decline to contradict him, and they do it in three different registers. He is not receiving no signal. He is receiving three signals he has been mis-decoding as consensus.

Coaching at this level is not about a model. A regional head at this level has usually met the frameworks already, often in a leadership programme his own company paid for. What is missing is a fortnightly hour with someone who has no reporting line to them, no stake in their next promotion, and no reason to smooth anything. The work is to rebuild a source of truth, then change the two or three behaviours that are quietly costing them a quarter at a time.

Formats

One to one across six to eight sessions in a quarter or two, which is the format for a single regional head with a named behavioural objective. A peer cohort of six to ten leaders at a similar level, which is usually the better buy when the same problem sits across the bench, because leaders learn as much from each other's live cases as from the coach and the shared vocabulary outlasts the engagement. A hybrid pattern, with an in-person block at the start, fortnightly virtual sessions on Singapore time across the quarter, and a second in-person block if the objective warrants it. A sponsor track alongside either, so the person paying for the engagement gets a structured read on progress without breaching what was agreed as confidential. On travel, the Ministry of Manpower treats conducting a seminar, conference, workshop or talk as a speaker, facilitator or trainer as a Work Pass Exempt Activity: the notification is filed with MOM after arrival and before the activity begins, and the exemption covers up to ninety cumulative days in a calendar year. Because it is filed after arrival, it is not something your side has to clear weeks ahead of the dates.

How is an India-based executive coach engaged for a Singapore assignment?

The clean route is a direct engagement by your own HR or talent function for your own executives, under your organisation's contract. The exemption does not apply where the main purpose of the event is selling or promoting goods or services, or where it relates to religion, to race or community generally, or is cause-related or politically directed — a closed in-house coaching engagement is none of those. Where the exemption does not fit, the route is a Miscellaneous Work Pass, and it is worth confirming the current position with MOM at the time of booking.

Are these engagements SkillsFuture, SSG or WSQ funded?

No. SSG funding runs through a Registered Training Provider holding a Singapore UEN, and from 1 April 2026 adult educators delivering SSG-funded certifiable non-WSQ courses must hold WSQ ACTA or ACLP, or an SSG-deemed equivalent, and be registered on the National Adult Educator Registry run by SUSS and IAL. He clears neither of those two gates, and course fee grants flow to Singapore Citizens and Permanent Residents only in any case. That third gate is usually the one that settles it for an executive population: a regional leadership bench in Singapore usually carries a large share of Employment Pass holders. Executive coaching for that bench is bought out of business-unit or talent budget, and no provider in the country could have got it subsidised.

How much lead time do you need for a Singapore coaching engagement?

Four to six weeks is comfortable. That covers the scoping call with the sponsor, the chemistry conversation with each coachee, the written engagement outline, your approval of it, and the flights for the in-person blocks. Three weeks is usually workable when the sponsor is clear on the objective and the dates are already held. Direct flights from India run daily, so travel itself is never the constraint. Is this one to one, or does it run as a group?

Both formats exist and they do different work. One to one is the format for a single regional head with a specific behavioural objective, usually six to eight sessions across a quarter or two.
